What Is a PDVL Medical Check-Up?

A PDVL medical check-up is a medical examination required by the Land Transport Authority (LTA) in Singapore for individuals applying for or renewing a Private Hire Car Driver's Vocational Licence (PDVL).

This assessment ensures that drivers are medically fit to operate private hire vehicles safely and responsibly.

At ATA Medical, we conduct PDVL check-ups according to the latest LTA requirements. The examination typically includes a physical check-up, vision test, and, for new applications, a chest X-ray.

Our doctor will complete your official medical examination report on fitness to drive during your visit, which will then be submitted to the LTA on your behalf.

Who Needs a PDVL Medical Check-Up?

You will need to go for a PDVL medical check-up if you are applying for or renewing your vocational licence as a private hire driver. This includes:

  • New PDVL applicants who are Singapore citizens aged 30 and above
  • Existing PDVL holders who are renewing their vocational licence
  • Vocational licence (VL) holders aged 50 and above, who are required to go for regular medical check-ups
  • Drivers switching from another vocational licence, such as the Taxi Driver's Vocational Licence (TDVL)

If you are an older driver or have a medical condition, the doctor may carry out additional checks or tests based on your health and the type of licence you hold.

What Has Changed for Drivers Aged 65 and Above?

From 2 February 2026, the Land Transport Authority (LTA) and Traffic Police (TP) introduced the Harmonised Medical Examination Report (HMER) to make medical check-ups simpler and more convenient for older vocational drivers.

What this means:

  1. Medical check-up every two years if you are aged 50 to 64
You do not need to go yearly. Non-vocational drivers aged 65 and above will continue to require a check-up every year.
  2. Only one notification letter will be sent
Vocational drivers aged 65 and above will get a single letter from either LTA or TP, even if both agencies require a medical check-up in the same year.
  3. Your clinic will handle the HMER submission to LTA and/or TP
You no longer need to scan or upload it yourself. You will get an SMS confirmation after submission.

What Does the PDVL Medical Check-Up Include?

Vision test chart and tortoiseshell glasses used during PDVL eye assessment.

The PDVL medical examination includes:

  1. Consultation and Physical Examination – Review of your health history and overall fitness to drive
  2. Vision Test – Checks for visual acuity and colour perception. Minimum requirement is 6/12 visual acuity in each eye, with or without correction
  3. Chest X-ray – Required for new PDVL applicants to rule out active tuberculosis

A chest X-ray is generally not required for renewals unless specifically requested by LTA.

What Medical Conditions May Affect Your Application?

Having a medical condition does not automatically disqualify you, but some may require further evaluation to determine your fitness to drive.

This can include:

  • Epilepsy or seizure disorders
  • Mental health conditions that affect judgement or alertness
  • Sleep apnoea or other sleep-related conditions
  • Poor eyesight that does not meet the required standard
  • Diabetes, especially if you use insulin
  • Heart disease or past heart surgery
  • A history of stroke or ongoing cancer treatment

If the condition is being managed by a specialist, bring a memo from them confirming that you are fit to drive to your PDVL check-up appointment.

If you have a condition but are unsure whether it requires a memo, contact our clinic and our friendly staff will be happy to assist you.

What If You Do Not Pass Your PDVL Medical Check-Up?

If health concerns are identified during the check-up, your PDVL application may be:

  1. Deferred – You may need to start treatment or adjust your medication before coming back for another check-up
  2. Referred to a specialist – Some conditions need further evaluation and a memo from your specialist confirming you are fit to drive
  3. Conditionally approved – You may still be approved with certain conditions, such as wearing glasses when driving

How Do You Prepare for Your PDVL Medical Check-Up?

To get ready for your visit, make sure you bring the right documents and follow a few simple steps on the day of your check-up.

What to bring:

  • Your NRIC or passport
  • Notification letter from LTA or TP, if you received one
  • Your prescription glasses or contact lenses, if you use them
  • Any recent specialist reports or memos, especially if you have a medical condition

On the day of your check-up:

  • Wear loose and comfortable clothing

Frequently Asked Questions (FAQs)

You can only do your PDVL medical check-up at any clinic that is registered and authorised to conduct the medical examination for fitness to drive. Not all clinics are authorised to complete the official LTA forms, so it is important to check before making an appointment. At ATA Medical, check-ups start from $35 NETT, and express reports within 24 hours are available at $32.70 NETT.
At ATA Medical, appointments are strongly recommended to secure your preferred slot and avoid waiting, especially if you need an express report. While we may accommodate walk-ins when available, same-day appointment slots are limited and subject to the clinic's schedule. Booking in advance helps ensure a smoother and quicker visit.
Missing the deadline may result in your vocational licence being suspended or your application being delayed. While LTA or Traffic Police may send reminders, it is your responsibility to undergo the fitness to drive assessment on time. If your licence lapses, reapplication and additional requirements may apply, so it is advisable to complete your check-up early to avoid disruption.
No, only Singapore citizens are eligible to apply for a Private Hire Car Driver's Vocational Licence (PDVL). Permanent residents and other non-citizens are not allowed to hold a PDVL under current Land Transport Authority (LTA) regulations. This requirement applies to both new applications and renewals.
From 2 February 2026, clinics are responsible for submitting the official medical examination report on fitness to drive to LTA and Traffic Police if the form is completed under the Harmonised Medical Examination Report (HMER) system. This applies to vocational drivers aged 50 and above. You will receive an SMS once the submission is completed. Manual uploading of the report is no longer required for eligible drivers.
You do not need to bring your old PDVL or past medical reports unless you have a medical condition that could affect your ability to drive. If you do, it is helpful to bring a recent memo or report from your specialist. This can make the check-up smoother and reduce the chances of needing extra tests.
If you have mild, non-contagious symptoms like tiredness, you can usually proceed with the check-up. But if you have a fever, flu symptoms, or feel too unwell to travel, it is better to postpone. Some conditions may also affect how accurately the doctor can assess you. If you are unwell, please contact our clinic and we will advise you.
